It's the owners who don't have them under control or pick up after them who ruin it for all the other owners/dogs. I have FINALLY started leaving my reusable bags in my car and grabbing them when I go to the store. Also found some very lightweight mesh bags to use for produce -- those plastic bags are even thinner and less likely to be reused than the ones we get at checkout.
